People are a critical control measure
One of the most overlooked aspects
of DSEAR compliance is effective
communication of risk, ensuring
that those responsible for managing
hazards understand both the risks
present and the importance of the
controls in place.
Training should extend beyond basic
awareness and provide employees,
contractors and visiting personnel with
an understanding of:

The risks identified and the
locations where they may be
encountered on site
•
The critical control measures
used to manage those risks,

Emergency procedures
Safety management systems,
including procedures for high-risk
operations and permit-to-work
arrangements
A well-designed control system
can only be effective if the people
operating it understand its purpose
and limitations.
Moving beyond the drawings
Hazardous area classification drawings
remain an essential component of
DSEAR compliance and provide
the starting point for understanding
risks within a tank storage facility.
However, they are only one piece of
the compliance picture.
For operators across the tank storage
sector, compliance is ultimately about
demonstrating a systematic approach
to identifying hazards, controlling

risks, preparing for emergencies and
ensuring that personnel understand
their role in maintaining safe operations.
The question should not be whether
hazardous area drawings exist, but
whether the facility can demonstrate
that dangerous substances are
being effectively managed, and that
risks have been reduced so far as is
reasonably practicable, throughout
the operation.
